We’d certainly not hold a referendum on whether BORN children get shredded alive, just as we no longer submit the question of slavery to the states. In both cases this is because we regard human Personhood as a pre-political question, thankfully we don’t depend for our lives upon our voting neighbors being favorably disposed toward us
