Seven Republicans broke ranks and nine did not vote; meanwhile, save for Joe Lieberman, all 50 healthy Democrats voted "aye". I found it most interesting (and it buttresses my point below) that Sen. Harry Reid stated that any subsequent actions would not be nonbinding. I'm not surprised.
